When the Kansas City post office found itself with an over-supply of the 1¢ and 2¢ imperforates (Scott 408-409), they asked for and received approval from authorities in Washington to facilitate separation of the imperforate sheets. Consequently, the sheets were "perforated" using a dress maker's tracing wheel and a straight edge.

Collector Elmer R. Walters was able to buy more than 1200 copies of the rouletted stamps in sheets and large mutiples. He proceeded to initial the back of every block of four.
