THIS IS THE FINEST OF ONLY THREE 10¢ AGRICULTURE USAGES RECORDED; ALL THREE ARE AGRICULTUE DEPARTMENT PACKAGE LABELS SIGNED BY WATTS.
Frederick Watts was the first president of the Pennsylvania Agricultural Society (1851), a founder of the Farmers' High School (now Penn State) and the U.S. Commissioner of Agriculture (1871-76).
