THIS IS THE LATEST RECORDED TORTOLA TRANSIT MARKING ON A DWI LETTER.

British packets returning to England from Barbados stopped at Tortola, and mails from DWI reached there by private boat. In April 1807, the "second packet" began to also call at St. Thomas on its return from Barbados to England, although the official British Postal Agencies did not open in St. Thomas until late 1808 and in St. Croix until July 1810.
