Applying the standards for short-paid letter penalties as directed by the Post Office, this cover should have been treated initially as being an unpaid triple-rate letter and charged 3 x 7¢ = 21¢. Accepting the 10¢ franking as a partial payment, the marking should have been "Unpaid 11". There is only one other cover recorded with the "Unpaid 7" plus 10¢ franking.
