THE 10 CENT RE-ISSUE USED IS SECOND ONLY TO THE 90 CENT OF THE SAME ISSUE IN REGARDS TO BEING FAIRLY AVAILABLE IN MINT CONDITION, BUT VIRTUALLY IMPOSSIBLE TO OBTAIN USED.
