Allen" as acting Secretary of the Navy (succeeded Roosevelt when Roosevelt resigned to enter the Spanish-American War), 23" x 14½", July 31, 1899, McKinley appoints Captain Charles O'Neil Chief of the Bureau of Ordinance with the rank of Rear Admiral, folds and tiny pinhole not affecting signature, Very Good.
