Francis Hall was an upstate New York bookseller who traveled in 1859 to Japan for collection of material for a book, and to serve as a correspondent for Horace Greeley's New York Tribune. Hall kept an intensive journal during this period that has been published, Japan Through American Eyes, 1859-1866. Seeing the opportunities for commerce in Yokohama, he helped found Walsh, Hall and Co., which became the leading American trading house in Japan. Mail from the United States to Japan during the 1860s is scarce with the Hall correspondence accounting for a large portion of the recorded covers.

No. 1 / Oct 6" packet receiving mark applied in New York harbor, red crayon "336/28" for credit to France of $3.36 at the 28-times rate, red boxed "PD" handstamp, French backstamps comprise partial "19 Oct 65" and Lyon datestamps; 90¢ block with natural straight edge, cover reduced at top and left, cover discolored; Fine usage; 28-times the 15¢ rate via French mail.

THE HIGHEST RATED 1861 COVER TO FRANCE.

This cover was franked with $4.20 prepaying 28-times the 15¢ French treaty rate for letters between 13.5 and 14.0 ounces. The credit to France was $3.36 for 28-times the 12¢ credit. The cover entered the mails in New York City leaving on the French Line's Ville de Paris on October 6, 1866 and arriving into Le Harve on October 19.
